State Department inherits $52 billion in USAID awards
Following executive orders issued in January 2025, the U.S. Agency for International Development (USAID) ceased administering foreign assistance awards on July 1, 2025. This transition resulted in the State Department inheriting approximately 730 active awards, representing roughly $52.1 billion in cumulative obligations as of March 2026.
A Government Accountability Office (GAO) review found that the State Department lacked complete and accurate information regarding these awards. The agency faced challenges with its MyGrants database and was unable to produce comprehensive workforce data for those responsible for managing the funds.
Between January 2025 and March 2026, USAID terminated approximately 6,780 of its 7,510 awards. The total value of obligations for these terminated awards amounted to $79.1 billion. While the Europe and Eurasia region saw the highest dollar value of terminated awards, it also maintains the highest value of remaining active USAID awards now managed by the State Department.
