State Inspectorate for Environmental Protection reports increased enforcement
Ivana Ginovska, Director of the State Inspectorate for Environmental Protection, has reported significant enforcement activities aimed at increasing institutional efficiency and field presence. In 2025, the inspectorate conducted 1,702 inspections, resulting in 530 decisions and fines totaling 1.46 million euros, alongside 7 criminal and 32 misdemeanor proceedings. During the first four months of 2026, 521 inspections were carried out, generating 417,000 euros in fines.
To address personnel shortages, a strategy for the centralization of the inspection system has been accepted by the Ministry of Environment and Physical Planning. This plan aims to merge municipal and state inspectorate capacities, which would add approximately 50 professionals to the workforce. Additionally, new risk assessment methodologies are being prepared to ensure inspections are based on actual environmental risks rather than outdated practices.
The inspectorate has also contributed to legislative developments regarding industrial emissions, climate action, and spatial planning, including proposals for stricter sanctions and the introduction of the category of ‘ecocide’. Air quality control remains a priority, with increased monitoring during heating seasons.
