State of Mexico legislators propose digital auditing and citizen participation laws

Legislators in the State of Mexico are proposing new measures to combat corruption and increase civic oversight. Gerardo Pliego Santana, president of the Legislative Commission for the Fight against Corruption, has proposed implementing real-time digital auditing. This initiative aims to modernize the Órgano Superior de Fiscalización del Estado de México (OSFEM) by moving away from physical documentation toward an automated system. Similar to tax authority models, this would allow auditors to immediately track municipal payments, vendors, and contract details through a digital platform, reducing costs and increasing transparency.

In a separate effort to strengthen democratic oversight, the local Congress is exploring the creation of a Citizen Participation Law. During a recent forum organized by Deputy Maricela Beltrán Sánchez, academics and specialists discussed the need for a legal framework that allows citizens to monitor public spending and influence municipal decisions. The proposals gathered from this forum will be compiled by the Citizen Participation Commission to draft a potential legislative project.
