Mexico: Labor reforms in Estado de México and Morena leadership race in Chihuahua

In the State of Mexico, Governor Delfina Gómez Álvarez has overseen the permanent appointment and promotion of 310 medical, paramedical, and administrative staff members at the Institute of Social Security for the State of Mexico and Municipalities (ISSEMyM). This initiative aims to provide job security and reduce staff turnover. To date, the administration has granted job stability to 3,886 public servants at the institute, representing 40 percent of its workforce.

Alongside these labor reforms, the state is implementing a technological modernization of ISSEMyM. The project replaces 35-year-old manual processes and outdated platforms with a new digital system to manage positions, hiring, payroll, and accounting, intended to increase efficiency and transparency.

In Chihuahua, Morena party aspirants, including Cruz Pérez Cuéllar, Luis Carlos Arrieta Lavenant, and Andrea Chávez, have traveled to Mexico City to meet with national leadership. The meeting is expected to define the party's coordinator for the Defense of the Fourth Transformation Committees in Chihuahua, a key step in the party's organization ahead of the 2027 gubernatorial election.

Additionally, in Honduras, Decree 166-2026 has authorized the transfer of all medical equipment, clinical furniture, and surgical instruments from the Operación Milagro ophthalmology program to the Secretariat of Health (SESAL). This institutional transition aims to ensure the continuity of eye care services under the administration of the Secretariat of Health.
