Vietnam implements new policies effective November 2026
Starting in November 2026, Vietnam will implement several significant policy changes across education, governance, and business sectors.
In education, Decree 353/2026/ND-CP establishes mandatory education for children aged 6 to 14 (primary) and 11 to 18 (lower secondary), shifting the focus from encouraged learning to mandatory requirements. Additionally, new regulations prohibit parent associations from collecting or managing support funds, and enhanced educational activities in general schools will no longer charge students.
Governance updates include Decree 379/2026, which sets new standards for official vehicles. Notably, five high-ranking leadership positions, including the General Secretary, President, Prime Minister, Chairperson of the National Assembly, and the Standing Member of the Secretariat, will continue to be provided with official vehicles even after retirement.
In the business sector, Decree 392/2026/ND-CP identifies ten industries requiring security and order plans, such as casino operations, fireworks, and accommodation services. Furthermore, Decree 389/2026/ND-CP introduces administrative penalties for lottery business violations, with maximum fines reaching 200 million VND for organizations.
