Statens vegvesen introduces fines for dangerous fish transport runoff
The Norwegian Public Roads Administration (Statens vegvesen) has been granted new authority to issue infringement fees to combat illegal runoff from vehicles, particularly heavy goods vehicles transporting fresh fish. The regulation, which took effect on September 18, aims to improve road safety by preventing melting ice and fish water from leaking onto roadways.
When melting ice from fish transport leaks onto the road and subsequently freezes, it creates extremely slippery and dangerous conditions for motorists. Under the new rules, drivers can be fined 2,000 NOK, while transport companies can face fines of up to 20,000 NOK.
Transport companies and drivers are responsible for ensuring cargo is secured and that runoff is prevented through better temperature regulation or containment solutions. Authorities noted that while most transporters comply with regulations, these fines serve as a more effective tool to address cases that pose direct risks to public safety. Decisions regarding fines will involve individual assessments of responsibility, and penalties may be appealed or waived upon application.
