Romanian entities face significant financial and insolvency challenges

Several major Romanian entities are facing significant financial instability. In Bucharest, Mayor Ciprian Ciucu has warned of a dramatic situation regarding Termoenergetica, which has accumulated 1.75 billion lei in debt to ELCEN, plus 410 million lei in penalties. This structural issue threatens the municipal budget and may lead to increased heating and hot water costs for residents. Additionally, the Bucharest Public Transport Company (STB) has filed a new insolvency application following a previous rejection by the court, with Ciucu noting that transport costs and debts could equal the entire municipal budget.

In Cluj, the football club CFR Cluj is undergoing insolvency proceedings with declared debts of approximately 37.5 million euros. Major shareholder Ioan Varga has appointed Marian Copilu as the special administrator to assist in the reorganization process. Romanian Football Federation President Răzvan Burleanu noted that the club's financial recovery plan was not met due to failures in predicting income from UEFA competitions, player transfers, and shareholder loans.

In Sibiu, local authorities have signed a contract for 927,000 lei to expand water and sewage networks in the Tineretului neighborhood. Meanwhile, the Cluj County Prefecture is returning to the Palatul Administrativ following renovations funded by the National Recovery and Resilience Plan (PNRR).
