Stefan Evers proposes asset seizure and Schengen return policies

Stefan Evers, the CDU Berlin lead candidate, has proposed new measures to address homelessness and organized crime in Berlin.

Regarding homelessness, Evers stated that individuals from the Schengen Area who cannot permanently support themselves should be pressured to return to their home countries. He argued that the freedom of movement within the Schengen Area is subject to specific conditions and that current laws must be enforced. Noting that statistics show a large portion of those in Berlin's homeless facilities originate from Eastern Europe, Evers suggested that Berlin should engage directly with the embassies of these countries to ensure they fulfill their obligations.

On the issue of organized crime, Evers called on the federal government to provide states with stronger legal tools to seize assets from criminal clans. He advocated for a reversal of the burden of proof, suggesting that if a clan member cannot prove their assets come from legitimate sources, the state should be able to confiscate them. He described this approach as a necessary step to ‘dry up the swamp’ and discourage criminal activity in the city.
