Steve Hilton pledges to clear all California homeless encampments by 2027
Republican gubernatorial candidate Steve Hilton has unveiled a comprehensive plan to clear all homeless encampments in California by December 31, 2027. The proposal centers on establishing a network of Homeless Recovery Centers, using the Sunbreak Ranch project in San Diego County as a prototype. These centers are intended to provide essential services, including medical care, drug and psychiatric treatment, meals, showers, and job training.
To implement this, Hilton plans to declare a homelessness emergency to bypass permitting barriers and launch ‘Operation Zero Waste’ to audit and redirect spending from existing programs. He has set a Labor Day 2027 deadline for local leaders to clear encampments. Hilton cited 2025 data from the U.S. Department of Housing and Urban Development showing 181,934 homeless individuals in the state.
Beyond homelessness, Hilton’s campaign focuses on economic and regulatory reform. He proposes exempting the first $150,000 of income from state income tax, which he intends to offset by cutting spending, eliminating the high-speed rail project, and reducing government bureaucracy. He also advocates for cracking down on Medi-Cal fraud and addressing housing shortages by reducing regulatory fees and permitting delays.
