According to reports from The New York Times, ultraconservative factions within the Iranian government secretly orchestrated maritime attacks in the Strait of Hormuz to sabotage a peace agreement with the United States. In July, Iranian forces opened fire on three commercial vessels, setting a Qatari liquefied natural gas tanker ablaze and damaging two other ships.

These unauthorized actions were reportedly carried out without the knowledge or authorization of President Masoud Pezeshkian, the Supreme National Security Council, or General Ahmad Vahidi, commander in chief of the Revolutionary Guard. Security official Hossein Taeb has been identified as a key figure in the maneuver to prevent negotiations with Washington.

The sabotage occurred amidst a period of leadership instability, exacerbated by the prolonged absence of the new Supreme Leader, Ayatollah Mojtaba Khamenei, who has not been seen in public since taking office in March. The resulting escalation contributed to the collapse of diplomatic efforts and increased regional tensions.
