Sudan: General al-Burhan proposes ceasefire roadmap

Sudanese Army Chief General Abdel Fattah al-Burhan has proposed a roadmap to end the ongoing civil war, which includes a permanent ceasefire, the withdrawal of fighters from civilian areas under international supervision, and the creation of a single national army under civilian control. In a piece published by Foreign Policy, al-Burhan called on the international community to cut off funding and supply lines to the Rapid Support Forces (RSF) to stop the conflict.

The proposal also outlines a path toward political dialogue, a new constitution, and internationally observed free elections. This comes as the United States continues to demand an immediate, unconditional humanitarian truce. Washington has criticized both the Sudanese Armed Forces (SAF) and the RSF for prioritizing military escalation over peace, noting that neither group possesses constitutional legitimacy to govern. The U.S. administration has warned of increased pressure on the warring parties and their supporters to force a transition to civilian rule.
