Germany's Finance Minister rules out sugar tax on zero-sugar drinks
German Finance Minister Lars Klingbeil has clarified that a planned sugar tax will not apply to sugar-free or 'zero' beverages, following the leak of an internal ministry document that suggested otherwise. The leaked draft proposed taxing products containing sugar or artificial sweeteners, including 'zero' and 'light' drinks, oat drinks, and ready-to-drink coffees.
While the Finance Ministry's working document suggested a tiered tax structure—ranging from 26 cents per liter for beverages with 4.5 to 7 grams of sugar or those with sweeteners, up to 38 cents for those exceeding 10 grams—Klingbeil emphasized that these ideas were part of an internal technical debate and had not been politically agreed upon or approved by the coalition.
The proposal has sparked significant friction within the German government. The Ministry of Agriculture has criticized the draft for exceeding the recommendations of the Health Finance Commission and for its broad scope, which includes fruit juices and plant-based milk alternatives. Industry associations have warned that the tax could be a major financial burden, with some estimating annual revenues could reach nearly 4 billion euros, far exceeding the government's initial 650 million euro projection for 2027.
