Summit County Council seeks repeal of Utah municipality pilot program

The Summit County Council in Utah plans to request that the state Legislature repeal a law establishing a preliminary municipality pilot program. The program allows developers of privately owned land to incorporate as a town, granting them the authority to oversee land use and zoning decisions.

Several developers have already attempted to utilize the program in Summit County. Opponents in the Wasatch Back region argue that the law removes critical land use control from local officials who are better positioned to understand the needs of residents and the community. The county is currently updating its general plans for the Snyderville Basin and the East Side, and officials expressed concern that the pilot program could conflict with established community values.
