Summit County manages budget deficit and mosquito district tax proposal

Summit County is addressing fiscal challenges through both local district proposals and county-wide budget planning. The Summit Mosquito Abatement District has proposed its first property tax increase in 43 years to combat inflationary pressures on operational and personnel costs. The request seeks to raise the district’s tax levy by nearly 31%, which would generate approximately $202,816 annually. For an average homeowner with a property valued at $1.2 million, the increase would amount to roughly $2.73 per year.

Separately, Summit County has begun its 2027 budget process with a projected deficit of $700,000, a significant reduction from the $5.2 million deficit projected for 2026. Finance director David Reynolds described the current deficit as manageable. The county’s budget guidelines prioritize road and bridge projects, social services, and housing, while focusing on mandated services and maintaining flat operating budgets outside of inflation. Recommendations from the Citizen Advisory Budget Committee include increasing lodging taxes and fees to bolster revenue.
