Summit County’s People’s Health Clinic faces space shortage as demand surges

The People’s Health Clinic in Quinn’s Junction, near Park City, Utah, has outgrown its roughly 5,000‑square‑foot facility that it has occupied since 2009. The clinic, which provides free care to uninsured residents of Summit and Wasatch counties, recorded 21,448 patient encounters in 2025—up from about 4,500 in 2009—and saw a further 19 % increase in the first quarter of 2026. About 97 % of its patients live below 200 % of the federal poverty line, and roughly 11,000 people consider the clinic their medical home.

Clinic executive director Mairi Leining told the Summit County Council that the clinic now needs additional offices, examination rooms and a waiting area currently used by the county’s Women, Infants and Children (WIC) program. She said, “We are out of space,” and noted a waiting list of patients ranging from two to ten weeks depending on specialty. The clinic offers 17 specialties, employs nine full‑time providers and relies on more than 40 volunteer physicians.

The request for expanded space intersects with the county’s own space constraints, as the county also considers the WIC area for other services. Leining emphasized that securing additional rooms would allow the clinic to expand pediatric, behavioral health and other specialty care for the growing uninsured population.
