Vietnam approves outlet retail development plan through 2030

The Ministry of Industry and Trade has approved a development plan for outlet retail models in Vietnam, spanning through 2030 with a long-term vision to 2045. The initiative aims to create integrated shopping, tourism, and experiential destinations to stimulate consumption and enhance the competitiveness of the domestic retail market.

Under the plan, outlets will allow manufacturers or distributors to sell directly to consumers, featuring inventory, slightly defective goods, or products manufactured specifically for this channel. By 2030, the government aims to establish at least one outlet model and complete the necessary legal frameworks. Between 2030 and 2045, the plan envisions expansion into the northern, central, and southern regions, with at least one model in each.

The strategy identifies three primary models: premium outlet villages (30,000–50,000 m²), urban or suburban outlet centers (5,000–25,000 m²), and integrated outlets (15,000–50,000 m²). A key objective is to ensure Vietnamese products account for 30% to 40% of the offerings in pilot models, alongside the development of at least 10 national gift product groups. The plan also includes training for 5,000 officials and businesses to manage and operate these centers effectively.
