Supreme Administrative Court confirms Chista Sofia as waste management provider

Bulgaria's Supreme Administrative Court has issued a final ruling confirming the selection of Chista Sofia DzZSD as the contractor for waste collection, removal, and cleaning services in the Sofia districts of Slatina, Poduyae, and Izgrev.

The decision, rendered on October 20, 2026, upholds a previous ruling by the Commission for Protection of Competition. The court dismissed objections raised by Eco Resurs-R OOD, which had challenged the legality of the procurement process and the evaluation of bids. The court found that the municipality's selection procedure was conducted lawfully and that the evaluation methodology was applied correctly.

Chista Sofia secured the contract with 100 points, outperforming competitors Eco Resurs-R and Euro Impex. The five-year agreement, which began operations in August 2026, sets the price for municipal waste at 134 BGN per ton excluding VAT. As a result of the ruling, Eco Resurs-R has been ordered to pay legal costs to both the Sofia Municipality and Chista Sofia.
