Supreme Audit Office finds systemic failures in 2024 flood management
The Supreme Audit Office (NIK) has released a report detailing systemic failures in crisis management during the September 2024 floods in the Odra river basin, which caused billions of zlotys in damage. The audit found irregularities at every level of administration, from central government agencies to local municipalities.
Key findings include critical failures by the Government Security Centre (RCB), which issued identical alerts to 11 different provinces without accounting for local variations in threat levels. In Lower Silesia, the Voivode failed to inform the RCB about a dam breach in Stronia Śląski, leaving residents without timely warnings. Similarly, in the Opole region, officials failed to declare necessary flood alerts despite rising water levels.
Additional failures were identified within Wody Polskie and local government offices, including inadequate equipment maintenance and poor information flow. While NIK noted that relief efforts for victims were handled effectively, the report serves as a sharp critique of the state's preparedness and its ability to manage large-scale natural disasters.
