STF Justice Fachin approves João Carlos Mansur plea bargain in Banco Master case

Supreme Federal Court President Edson Fachin has formally approved a plea bargain agreement by João Carlos Mansur, the founder and former president of Reag Investimentos. The agreement, negotiated with the Prosecutor General’s Office (PGR), aims to assist authorities in recovering approximately R$ 20 billion allegedly linked to Daniel Vorcaro, the former controller of Banco Master.

Mansur, who was indicted in September for fraudulent management, money laundering, and criminal organization, provided 17 annexes containing details on financial irregularities. His testimony describes how investment funds managed by Reag were allegedly used to move resources from Banco Master to hidden beneficiaries and to artificially inflate assets. The investigation, part of Operation Compliance Zero, also examines a failed attempt by the Banco Regional de Brasília (BRB) to acquire the institution.

Reag Investimentos was previously liquidated by the Central Bank due to serious regulatory violations. Mansur has committed to paying R$ 40 million in fines as part of his collaboration.
