An independent inquiry commissioned by the Catholic Church in Panama has revealed dozens of sexual abuse allegations involving clergy members between 2001 and 2025. The report, conducted by a Transparency Commission including experts from Spain’s Villanueva University and the United States’ University of Notre Dame, documented 37 complaints of sexual violence against minors and vulnerable individuals.

Archbishop Jose Domingo Ulloa issued a formal apology to the victims, stating that the Church seeks to foster a culture of care and prevention. While the investigation found no evidence of a deliberate, organized policy of concealment by the Church, it did highlight significant administrative failures and issues in how abuse complaints were managed over the past two decades.

As a result of the findings, five members of the clergy have been defrocked following convictions. Experts noted that the recorded number of cases may not represent the full scale of abuse due to the potential reluctance of survivors to come forward.
