Supreme Court of India mandates penalties for unpaid traffic challans
The Supreme Court of India has issued a landmark directive to improve traffic law enforcement by linking unpaid e-challans to essential vehicle services. In the case of S. Rajasekaran vs Union of India, the court mandated that motorists with outstanding fines face immediate consequences, including the blockage of vehicle registration (RC) renewals, issuance of duplicate RCs, and updates to owner addresses.
Under the new mandate, authorities are instructed to prevent the issuance of Pollution Under Control (PUC) certificates until all pending fines are settled. Additionally, vehicles with unpaid dues will be blacklisted on the central Parivahan portal, preventing the sale or transfer of ownership. For repeat offenders, the court has directed the suspension of existing driving licences and the prevention of new renewals.
The ruling addresses a significant governance issue, as nearly Rs 50,000 crore in e-challan dues remain outstanding across the country. Data indicates that Uttar Pradesh accounts for 21 per cent of total challans, with major cities utilizing CCTV-based automatic systems leading in pending violations.
