Supreme Court proposes increasing proportional representation seats in Puebla
The Supreme Court of Justice of the Nation (SCJN) has proposed a draft ruling that would increase the number of proportional representation seats (regidurías plurinominales) in the Puebla municipal council from four to five.
The proposal stems from an unconstitutionality challenge filed by the National Action Party (PAN), which argued that current reforms limiting these seats undermine political pluralism and the representation of minority parties. The draft, prepared by Minister Arístides Guerrero García, suggests that the current distribution, which allocates approximately 76.47 percent of seats to majority representation and 23.53 percent to proportional representation, weakens minority participation.
If approved by the Court's Plenary, the changes would require the State Congress to correct the unconstitutionality by establishing new percentages. While the ruling addresses the current electoral framework, the changes are expected to take effect following the current electoral cycle, potentially impacting the 2030 elections.
