Supreme Court suspends life sentence of former NSCN-IM cadre

The Supreme Court of India has suspended the life sentence of Hopeson Ningshen, a former self-styled lieutenant colonel of the National Socialist Council-Isak Muivah (NSCN-IM). The decision comes after Ningshen was convicted for the 2009 abduction and murder of three government officials in Manipur: Sub-Divisional Officer Dr. Thingnam Kishan Singh and subordinates Yumnam Token and Aribam Rajen.

A bench comprising Justices MM Sundresh and PB Varale granted the conditional suspension, citing Ningshen’s incarceration of more than 17 years while his appeal remains pending. The court ordered that Ningshen must remain within the boundaries of Delhi and is not permitted to leave the national capital until his appeal is disposed of.

While the Manipur government opposed the plea due to the sensitivity of the case, the Centre suggested that adequate safeguards could be imposed if the court proceeded with the suspension. The legal proceedings were originally transferred from Manipur to Delhi in 2010 following concerns from the Central Bureau of Investigation regarding communal tensions and potential physical threats to Ningshen.
