Surabaya authorities implement rehabilitation for minors in disability-related death case

Authorities in Surabaya are implementing a specialized handling process following the death of a child with Down syndrome and cerebral palsy in the Medokan Ayu area. Due to the suspects being minors, the legal proceedings are being conducted in accordance with Law Number 11 of 2012 concerning the Juvenile Criminal Justice System.

One primary suspect, who is under 12 years old, will undergo six months of rehabilitation at the ‘Rumah Perubahan’ under the Surabaya City Government. During this period, the child will receive academic education, spiritual guidance, counseling, and healthcare. Another minor involved in the case has been placed in a boarding school (pondok pesantren) while investigations continue.

The East Java Regional Police (Polda Jatim) are assisting the Surabaya Police (Polrestabes Surabaya) to ensure the investigation remains professional, objective, and accountable. The process involves various stakeholders, including the Correctional Center (Bapas), social workers, and the Women and Children Protection Agency (DPPA).
