Sutter Health cancels $1 billion Emeryville hospital expansion

Sutter Health has abandoned plans to build a $1 billion hospital campus in Emeryville, California, citing regulatory uncertainty and the potential for litigation. The healthcare provider stated that the California Environmental Quality Act (CEQA) created a lack of a predictable regulatory path, leaving the project vulnerable to delays.

After spending $450 million on the site, the company decided to pivot toward expanding outpatient care in Emeryville while searching for alternative locations for a full-scale hospital. The proposed project would have featured a 17-story tower with approximately 325 beds, emergency services, and a rooftop helipad.

The decision follows legislative developments regarding AB 2231, a bill intended to provide CEQA exemptions for certain hospital projects. While the amended bill includes Santa Clara, it does not provide the same carve-out for Emeryville. The cancellation comes amid urgency to replace the Alta Bates Summit Medical Center in Berkeley, which is scheduled to close in 2030 due to earthquake safety concerns.
