Sveti Stefan resort blockade escalates in Montenegro

Around 30 local residents and political activists blocked the main entrance to the luxury Sveti Stefan resort on Montenegro’s Adriatic coast, preventing guests and staff from leaving the island. During the protest a security guard was allegedly assaulted while trying to unlock the gate; his phone was broken and his arms were bruised. The resort operator, Aman, condemned the disruption and said the lockdown jeopardises the constitutional right to freedom of movement.

The private security firm hired for the complex was ordered to act within the law, and the police later affirmed that no injury reports had been filed and that there was no criminal offence. Police also noted that the security guard had not sought medical assistance. The authorities emphasized that private guards may detain individuals only under specific legal conditions and must report any excessive force to police. The ongoing standoff has raised questions about the legal status of the resort’s ownership, public access to the beachfront, and the limits of private security powers.
