Sweden lacks legal tools to stop Russian real estate purchases amid espionage concerns
Swedish authorities and security experts warn that properties owned by Russian actors in Sweden could be used as bases for espionage or sabotage. Despite multiple investigations over nine years, the Swedish state currently lacks the legal tools to prevent such real estate acquisitions.
A mapping by the Swedish Defence Research Agency (FOI) identified 247 Russian-owned properties across the country, though officials note the actual number may be significantly higher. The investigation required researchers to manually review approximately 10,000 names of owners residing abroad, and current registries do not capture properties owned by foreign citizens living within Sweden.
Defense Minister Pål Jonson noted an increase in foreign intelligence gathering within the country. Peter Hultqvist, the Social Democrats' defense policy spokesperson, characterized these activities as part of Russian hybrid warfare intended to undermine Swedish society. One specific concern involves a property near the Muskö naval base that the Swedish Armed Forces are attempting to acquire.
In contrast, Finland has taken legislative action. Following an assessment by Defense Minister Antti Häkkänen that there were approximately 3,500 Russian-owned properties in Finland, the country implemented a law in July 2025 that prohibits Russian citizens from purchasing real estate.
