Sweden to implement new consumer credit regulations

New regulations regarding consumer credit and mediation are set to take effect in Sweden on November 20, 2026. Under the Law on Business with Housing Credits and Certain Other Consumer Credits (LVBK), the Swedish Consumer Agency (Konsumentverket) will assume supervisory authority over certain companies that provide or mediate credit but do not fall under the supervision of the Financial Supervisory Authority (Finansinspektionen).

The new regulations, KOVFS 2026:1, mandate that companies demonstrate integrity, knowledge, and competence. This includes requirements for staff training, proper documentation, and transparent information regarding credit costs and consumer rights. While intended to strengthen consumer protection, there are concerns that the administrative burden may disproportionately affect established, compliant companies rather than predatory actors who frequently change legal identities to evade oversight.

Financial experts also warn consumers about the hidden costs of consumer loans. Beyond the nominal interest rate, the effective interest rate—which includes setup fees, administrative charges, and other costs—can significantly increase the total cost of borrowing. Long repayment periods can further exacerbate this by increasing the total interest paid through compounding effects.
