Sweden's Mineral Strategy Aims to Accelerate Critical Mining Projects

Sweden has unveiled a new Mineral Strategy that classifies critical raw materials and mining as matters of national security and industrial competitiveness. The government plans to introduce time‑bound permitting, consider a state‑backed investment vehicle for priority projects, and review local value‑sharing measures to improve community benefits.

The strategy directly affects the Norra Kärr heavy rare‑earth project, which received a 25‑year exploitation concession for dysprosium, terbium and yttrium, and Arctic Minerals’ Hennes Bay copper‑silver project, for which the company has begun a permitting programme and environmental studies ahead of an application due by the end of 2027. Minister of Economic Affairs Ebba Busch emphasized that the policy is intended to reduce dependence on China and make Swedish mining more attractive to investors.
