Swedish Housing Incentives May Trigger Large Tax Bill
New‑build home sales in Sweden rose in the first half of 2026 but remain modest, according to data from Booli, a subsidiary of SBAB. Developers are using “fee‑free months” promotions to attract buyers, such as Ikano Bostad’s 24‑month rent‑free offer in the Vega district of Haninge, with Stena Fastigheter and JM running similar schemes.
Swedish tax authorities treat these discounts as price reductions. Skatteverket states that the value of the free‑month incentive reduces the acquisition cost, meaning a capital‑gains tax of 22 % applies to the discount. The agency warned that the practice could create a “significant tax shock” when the property is later sold. SBAB chief economist Robert Boije noted that sustained growth in new‑home sales will require price increases in the existing housing stock, a scenario unlikely without policy changes.
