Swedish inquiry proposes strengthening academic freedom

A government-commissioned inquiry in Sweden has proposed several changes to strengthen academic freedom for teachers and researchers. Led by law professor Anna-Sara Lind, the investigation suggests amending the Higher Education Act and the Higher Education Ordinance to explicitly include the principle of educational freedom alongside academic freedom.

Key proposals include involving faculty in changes to core academic areas and establishing a national support function for academic freedom. The inquiry also recommends that higher education institutions provide training on academic freedom for public employees.

Further investigations are proposed to address the constitutional protection of academic freedom, the management of degree regulations, and the appointment processes for university rectors and board members. The Swedish National Union of Students (SFS) has expressed support for the proposals, particularly regarding the involvement of staff in degree regulation changes and the need for constitutional protection to prevent undue political interference.
