Swedish regions face conflict of interest allegations in healthcare IT deal
A potential conflict of interest has emerged regarding a multi-billion kronor healthcare IT procurement involving nine Swedish regions within the Sussa cooperation. Private email correspondence between the CEO of vendor Cambio, Rami Avidan, and the regions' operational chief, Niklas Lindberg, was initiated during sensitive negotiations for the Cosmic journal system.
Following this private contact, Lindberg transitioned from his key role in the Sussa cooperation to become a program director at Cambio in 2025. Procurement expert Andrea Sundstrand from Stockholm University described the situation as a “clear conflict of interest,” noting that individuals interested in working for a vendor should not be involved in negotiations with that company.
Lindberg has acknowledged that using a private email address was inappropriate but maintains that all official communication regarding the procurement was conducted through formal channels.
