Swiss Council of States approves EU/EFTA access to domestic flights

The Swiss Council of States has approved an amendment to the Aviation Act that would allow airlines headquartered in the European Union (EU) and the European Free Trade Association (EFTA) to operate domestic flights within Switzerland. The motion passed with a vote of 37 to 4.

Under the proposed changes, foreign carriers would only be permitted to operate domestic routes in exceptional cases. Specifically, they could be granted access if no Swiss company is willing to serve the route, the foreign company possesses all necessary permits, and the transport need cannot be met through other equitable means. Proponents argue this would improve connectivity between Swiss regions, such as the lengthy rail journey between Geneva and Lugano, and strengthen the economy in regions like Ticino.

Opponents have raised concerns regarding climate protection, arguing that facilitating more domestic flights contradicts environmental goals. The legislation now returns to the National Council for a final decision.
