Swiss Federal Council supports salary caps for health insurance executives
The Swiss Federal Council has expressed support for a parliamentary initiative aimed at capping the salaries of executives and board members of health insurance funds. The proposal suggests limiting these salaries to the amount paid to a member of the Federal Council, which currently stands at approximately 478,166 Swiss francs gross.
Currently, executives at major Swiss insurers such as CSS, Helsana, and Sanitas earn roughly one million francs annually. While the Federal Council acknowledges that a salary cap may not significantly reduce administrative costs or insurance premiums, it believes the measure could help alleviate public dissatisfaction. To increase accountability, the Council also supports a requirement for insurers to publish the names, salaries, and employment rates of all management and board members.
Opponents, including the business association Economiesuisse, argue that executive salaries account for only about 0.02% of premiums and that a cap would have no meaningful impact on savings. They further contend that such restrictions could limit organizational flexibility and hinder the recruitment of qualified leadership.
