Switzerland to vote on constitutional neutrality initiative

Supporters of the “Safeguard Swiss Neutrality” initiative have launched a campaign in Bern ahead of the September 27 referendum. The proposal would write into the Swiss constitution that neutrality must remain permanent and armed, and would limit the country's ability to join international sanctions, allowing them only with UN Security Council approval. The campaign is led by Walter Wobmann, a Solothurn MP from the Swiss People’s Party (UDC/SVP), who previously backed successful popular initiatives on minarets and face coverings. He argues the vote is a matter of principle and a defence of Switzerland’s historic role as a neutral mediator.

The initiative, originally drafted by historian René Roca and supported by a small committee of left‑wing groups, has gathered about 130,000 signatures. It faces strong opposition from the Federal Council and parliament, who warn that a rigid interpretation of neutrality would reduce flexibility in foreign policy. An RTS poll shows 68% of respondents intend to vote against the measure, but campaign leaders remain confident it enjoys some cross‑party sympathy.
