Switzerland to vote on constitutional neutrality initiative

Swiss voters are set to decide on the ‘Preserve Swiss Neutrality’ popular initiative on September 27. The proposal seeks to amend the Federal Constitution to establish perpetual and armed neutrality.

If passed, the amendment would prohibit Switzerland from joining military or defense alliances and restrict cooperation with such entities, except in cases of direct attack or imminent threat. Furthermore, the initiative would bar the country from participating in armed conflicts between third-party nations and prohibit the imposition of sanctions on belligerent states, with limited exceptions for UN-mandated measures.

The debate centers on whether the current constitutional framework provides enough clarity. While the Federal Council and Parliament have historically interpreted neutrality through both military and economic lenses—such as adopting EU sanctions following the 2022 invasion of Ukraine—the initiative aims to limit this discretionary power. Proponents argue the change is necessary to protect Switzerland’s strategic credibility and role as a mediator, while opponents suggest that existing neutrality is sufficient and that stricter rules could be counterproductive.
