NSW Planning Minister Paul Scully has intervened in the City of Sydney’s $150 million Town Hall Square redevelopment plan, halting development applications pending an independent review. Scully directed the City of Sydney to pause proceedings until the Independent Planning Commission provides advice on whether the project should be declared a state significant development.

The proposed project aims to create a 4,500-square-metre plaza in the Sydney CBD, a vision the council has pursued for over 40 years. However, Scully expressed concerns that the plan would significantly impact the commercial heart of the city, as it requires the demolition of seven buildings.

Sydney Lord Mayor Clover Moore expressed shock and disappointment at the intervention, describing the state government's move as an “extraordinary and highly unusual step” in established planning processes. Moore warned that the decision could delay or entirely block the project, which the council intended to accelerate following a vote in February.
