Syria and Russia have signed a memorandum of understanding to reorganize the management of Russian military facilities in Syria following 18 months of negotiations. Under the new terms, the Syrian government will assume control over civilian facilities at both Hmeimim Airport and the Tartus naval logistics facility. The transition of management for these sites is expected to be completed within a three-month period.
The military components of these bases will be repurposed into joint training and qualification centers designed to preserve the strategic interests of both sides.
