Syrian cement industry shifts toward reconstruction and investment

The Syrian cement industry is transitioning from crisis management to a phase of reconstruction and investment, according to Mahmoud Fadila, General Manager of the Omran General Company for Cement and Building Materials. The company is actively seeking strategic partners from local, Arab, and foreign markets—specifically mentioning interest from Turkish, Emirati, and Saudi entities—to provide financing, technology, and operational expertise.

Production levels have shown improvement, with the Adra cement plant exceeding 2,000 tons of daily production in March following mill rehabilitation. Additionally, the Tartous cement plant has begun experimental production, with expectations to exceed one million tons annually once preparatory stages are complete. To support ongoing operations, the Adra plant recently received 200,000 tons of clinker from Saudi Arabia.

Omran is currently managing several investment files, including the development of the third line at the Hama cement plant and seeking investors for the Adra and Al-Muslamiyah plants. More than 10 regional companies have reportedly expressed interest in these investment opportunities. The company aims to build a modern industry capable of meeting domestic market needs and supporting future reconstruction efforts.
