Syrian President Ahmed al-Sharaa addressed the United Nations General Assembly, declaring that Syria is in a phase of recovery and rising following the fall of the previous regime. Al-Sharaa asserted that the Golan Heights remain Syrian territory, citing UN Security Council Resolution 497 to invalidate any annexation attempts. He called for the withdrawal of Israeli forces to the positions held on December 8, 2024, noting that previous direct negotiations mediated by the US had reached approximately 90 percent agreement before Israel withdrew from the process.

The President accused Israel of undermining regional stability through approximately 500 air and artillery strikes, over 1,200 incursions, and 300 detentions of Syrians. He also noted that the return of over 3.5 million refugees and displaced persons is a key part of the nation's revival.

Regarding foreign military presence, al-Sharaa stated that Syria does not require foreign bases in the foreseeable future. He noted that the Russian military presence has been significantly reduced from approximately 170 points to two main sites, which will be used for training and capacity-building purposes. Additionally, he highlighted the official recognition of the Kurdish language as a linguistic and cultural identity via Decree No. 13.
