A Royal Commission of Inquiry (RCI) report on Lembaga Tabung Haji was declassified and released to the public on 30 July 2023, four years after its July 2022 completion. The 211‑page report found serious weaknesses in the fund’s governance, investment and financial‑management practices between 2014 and 2020 and recommended a major overhaul, including tighter oversight, forensic audits of selected investments and limits on political involvement.

Prime Minister Datuk Seri Anwar Ibrahim said the delay was to allow time for recovery and reforms, and ordered transparent investigations without protecting any culpable parties. Anti‑corruption agencies have responded: the Malaysian Anti‑Corruption Commission (MACC) and the Malaysian Anti‑Corruption Commission’s task‑force, as well as the Malaysian Anti‑Corruption Commission’s counterpart, the SPRM, have deployed teams to Tabung Haji’s headquarters to review documents and identify possible corruption, abuse of power or irregularities.

Political figures such as PKR deputy president Nurul Izzah Anwar stressed the report’s importance for safeguarding the pilgrim fund and ensuring Muslims can perform the Hajj. Former minister Jamil Khir noted the report contains no evidence of theft, only references to hibah (profit‑sharing) to depositors. Lawmaker Syed Saddiq called for forensic audits of 14 flagged investments. The government guarantee for depositors, valued at RM 88 billion, would be activated if the 2018 restructuring and recovery plan— which addressed a RM 12.6 billion loss and involved RM 19.9 billion of asset sales—fails.
