Tainan flooding linked to railway undergrounding and drainage issues
Recent heavy rainfall in Tainan has caused significant flooding in several districts, including West Central and North districts. Local officials and commentators have identified the railway undergrounding project as a contributing factor, noting that the conversion of original drainage paths into culverts has led to backflow issues during heavy storms.
The Tainan Water Resources Bureau acknowledged that the undergrounding project altered existing drainage routes, causing water to back up in areas such as Changsheng and Kaiyuan villages. To address this, the city government has proposed an improvement plan estimated at approximately 360 million TWD, which includes installing new side-trench box culverts to redirect runoff toward the Chaitougang Creek.
Controversy has also arisen regarding the effectiveness of flood control spending. While the city government has cited budget constraints, critics point out that Tainan has received significant central government funding for flood management over the past decade. Commentators argue that since Tainan has received some of the highest levels of specialized flood control subsidies in the country, the focus should shift from requesting more funds to evaluating whether existing infrastructure and planning have kept pace with urban development and increasing rainfall intensity.
