Taiwan antitrust regulator blocks Grab acquisition of foodpanda

Taiwan's Fair Trade Commission (TFTC) has officially prohibited Grab's $600 million acquisition of foodpanda's Taiwan operations. The decision follows an extended review period aimed at assessing the impact on the highly concentrated food delivery market.

The TFTC identified several key competitive concerns. Most notably, the regulator highlighted the relationship between Grab and Uber, as Uber holds approximately 13.1% of Grab's shares. The commission ruled that this equity link, combined with historical business cooperation and shared board members, could reduce the incentive for Grab to compete aggressively against Uber Eats in Taiwan.

Additional concerns included the high barriers to entry for new competitors and the risk of coordinated behavior between the major players. The commission noted that the market currently lacks sufficient countervailing power from restaurants or consumers to check potential collusion.

Delivery Hero, the parent company of foodpanda, is currently reviewing legal options to appeal the decision. The company previously attempted to sell the Taiwan business to Uber in 2024, a deal that was also blocked by regulators, resulting in a significant break fee.
