Taiwan ex‑Nantou school principal Liu Yucheng sentenced, 7 staff disciplined after Control Yuan probe

Former Da'an Elementary School principal Liu Yucheng in Nantou County was convicted of sexually assaulting and harassing nearly 40 female students over a 34‑year period. A district court sentenced him to 15 years and 8 months in prison, and the Taiwan High Court Taichung Branch upheld the verdict on 15 July 2025, rejecting his appeal.

The Control Yuan’s investigation uncovered that seven school officials failed to report the abuse, violating mandatory child‑welfare reporting duties. The oversight body imposed heavier disciplinary measures: two former principals received two reprimands each, another principal one reprimand, and five staff members were admonished, with one staff member fined NT$30,000. Five victims have been granted legal‑fee and psychological‑rehabilitation subsidies. The Education Ministry has established a “Major Student Rights Violation Task Force” to monitor similar cases, and the Legislative Yuan amended Criminal Code article 80, moving the statute of limitations for child sexual‑abuse cases to start when victims turn 20 years old.
