China proposes new export controls on AI, solar, and biotech technologies

China’s Ministry of Commerce and Ministry of Science and Technology have released a draft proposal to update the national catalogue of technologies subject to export bans or restrictions. The draft covers 40 strategic technologies across artificial intelligence, solar power, and biomedicine.

The proposal specifically targets 23 AI-related technologies, including large-scale models, intelligent agents, and advanced computing systems. It also includes 12 solar technologies, such as polysilicon production, and 5 biomedical technologies, including cell and gene therapy. While the draft proposes that 14 of these technologies face a complete export ban, the government stated that access via web applications, interfaces, and open-source models would remain free to encourage global adoption.

A pre-export registration requirement for certain technologies began on October 16. Public comment on the draft is being accepted until November 15. The measures are described by Chinese officials as necessary for national security and to ensure AI remains under human control, though analysts view the move as a response to international technological competition.
