Taiwan implements e-cigarette recycling ahead of possession fines

Taiwan is implementing stricter regulations under the amended Tobacco Hazards Prevention Act, which will include administrative fines for the possession of e-cigarettes. Under the proposed law, individuals found holding e-cigarettes could face fines ranging from NT$30,000 to NT$100,000, along with the confiscation of the products.

To facilitate the transition, the Health Promotion Administration has established 431 recycling locations across the country as of September 8, including health bureaus and community health centers. In Pingtung County, the local government has deployed dedicated e-cigarette recycling bins at the Health Bureau and 33 township and city health centers. These collection points allow for anonymous disposal without requiring personal information.

Health officials emphasize that e-cigarettes pose significant risks, including nicotine addiction, exposure to formaldehyde and heavy metals, and potential lung injuries (EVALI). They note that these products can negatively impact adolescent brain development. The recycling measures are expected to continue for a one-month buffer period after the new law officially takes effect. While some citizens have suggested using convenience stores as collection points, authorities currently maintain that health centers are more suitable for providing smoking cessation information during the disposal process.
