Taiwan launches tourism training institute as China expands fiscal stimulus
The Taiwan Tourism Research and Training Institute has officially been established to institutionalize tourism governance and talent cultivation. Premier Cho Jung-tai stated that the institute aims to create a ‘Taiwan National Tourism Team’ in collaboration with the Tourism Administration and the Taiwan Visitors Association. The initiative seeks to upgrade the industry through public-private cooperation, following a model similar to the Industrial Technology Research Institute in the high-tech sector.
To support this, the Ministry of Transportation and Communications is implementing several flagship projects, including the ‘Peak of the Tropic of Cancer’ and the ‘Smiling South Bay’ initiatives. Additionally, plans are underway to develop a high-efficiency island-wide railway network with 90-minute travel times between major hubs. These efforts follow a recovery in international arrivals, which reached 8.57 million in 2025.
In China, the Ministry of Finance, the People's Bank of China, and the National Financial Regulatory Administration have implemented new policies to stimulate domestic demand through fiscal and financial coordination. Effective August 1, the scope of interest subsidies has been expanded to include new working capital loans for small and micro private enterprises, as well as various credit card installment services for personal consumption.
The central government has allocated 100 billion yuan to support these measures. According to Vice Minister of Finance Liao Min, the policies have already benefited approximately 6.22 million enterprises and 113 million individual consumer instances, guiding financial resources toward both traditional industries and emerging sectors like artificial intelligence and green low-carbon technologies.
