Taiwan offshore wind: CIP and Ørsted submit bids for Phase 3-3

Taiwan's Phase 3-3 offshore wind farm bidding process has officially closed. Two major development teams have submitted applications for a total capacity of 3.6 GW: Copenhagen Infrastructure Partners (CIP) for the Qianmiao No. 3 offshore wind farm, and Ørsted for the Dadu No. 1 offshore wind farm. The Ministry of Economic Affairs' Energy Administration expects to complete the selection process and announce capacity allocation results by the end of this year.

To mitigate developer risk and assist in financing, the government has introduced a guaranteed purchase price for surplus green electricity and a capacity expansion mechanism. Selected wind farms may expand their allocated capacity by up to 50% and benefit from extended power sale periods.

Separately, Taiwan Power Company (Taipower) reported that the availability rate of Phase 1 offshore wind farms has increased significantly, reaching 92.83% in 2025 compared to 73.24% in 2022. Taipower is also working to complete Phase 2 projects by the end of the year and is implementing grid reinforcement plans to ensure efficient integration of offshore wind energy into the national power system.
