Taiwan travel agencies face structural shifts as 235 exit market

Taiwan's travel agency sector is undergoing significant structural changes, with 235 agencies exiting the market between 2021 and 2025. According to data from the Tourism Administration, the number of exits fluctuated annually, reaching 52 in 2025.

While outbound tourism reached a record high of approximately 18.9 million trips in 2025, many agencies struggle to remain profitable. Key challenges include intense price competition, the rise of independent travel facilitated by digital booking platforms, and rising operational costs. Small and medium-sized agencies are particularly vulnerable due to a lack of diversified income and specialized products.

Recent administrative actions have seen 12 agencies have their licenses revoked or cancelled, primarily due to failure to pay required guarantees or failing to report business suspensions. Additionally, 40 agencies are currently listed as suspended or having extended suspensions. The Tourism Administration advises consumers to verify the legal status of agencies and review contracts before making payments to avoid financial loss.
