Talca implements Vivienda Primero program for homeless residents

Eighteen individuals with long-term histories of homelessness in Talca, Chile, have transitioned into shared apartments through the ‘Vivienda Primero’ (Housing First) program. Funded by the Ministry of Social Development and Family with an investment of $232.5 million pesos, the initiative is being executed by the Municipality of Talca.

The program operates on the principle that stable housing is a starting point rather than a final goal. Beyond providing shelter, the initiative offers specialized professional accompaniment to assist participants in areas such as health, social integration, the restoration of family ties, and the development of personal autonomy.

Pablo Olivares, the Seremi of Social Development and Family for the Maule region, noted that providing stable housing allows individuals to begin reconstructing daily life and projecting future goals, which is often impossible while living on the streets.
